William E. Webb, Jr. (Bill)

Bill began his career in employee benefits over 30 years ago with Blue Cross Blue Shield of NC.  He served as a Regional Director for 14 years and received the highest awards presented by BCBS both statewide and nationally for sales and sales management. He received the Certified Health Consultant designation from the Krannert Graduate School of Management of Purdue University.  Bill’s main concentration is the management of large self-funded health plans, with emphasis on implementing population health risk management and corporate wellness programs.  He co-founded CEBA in 1996.

Candler H. Bumgarner

Candler began his career in employee benefits in 1971 with Blue Cross Blue Shield of NC where he served as a Regional Sales Manager.  A graduate of Belmont Abbey College, Candler also holds a Certified Health Consultant designation from the Krannert Graduate School of Management of Purdue University.  Candler specializes in evaluating and managing large self-funded health plans with an emphasis on cost containment initiatives.  He co-founded CEBA in 1996.

Phyllis T. Philemon

Phyllis has been in the employee benefits arena for over 30 years and is a past president of the Charlotte Area Society for Human Resource Management.  For 17 years, she was with The Cato Corporation, a national retail sales organization with approximately 7,000 employees, where she served as Vice President of Human Resources.  Phyllis has an additional 7 years of management experience with Blue Cross Blue Shield of NC.  She joined CEBA in 1996 and currently serves as Corporate Secretary-Treasurer.

Kim M. Devold

Kim began her career in employee benefits in 1994 joining Guardian Life Insurance Company where she served in various customer service roles.  She joined CEBA in 1998 as a Senior Client Manager.  Kim’s areas of expertise are in the evaluation of both small and large group proposals for all employee benefit plan types and in providing outstanding personal service to CEBA’s clients.

W. Kevin Brooks

Kevin began his career in employee benefits in 1983 spending 13 years as a group sales consultant with Blue Cross Blue Shield of NC..  Since then he has been an independent health insurance and benefits consultant, joining CEBA in 2001.  Kevin has earned the Certified Health Consultant designation from the Krannert Graduate School of Management of Purdue University.  He is the designated benefit consultant for Zurich/UUISI exclusive to the automotive aftermarket and dealership division, and has a special emphasis on developing risk-neutral plans utilizing novel funding arrangements.

William E. Webb, III (Bill)

Bill began his career in employee benefits in 1990 joining a regional third party administrator in sales and client relations.  After that, he joined a large local benefits brokerage and consulting firm specializing in individual, and small to mid-size group, health, life, dental and disability plans. Bill joined CEBA in 2003 as a benefits advisor and continues in his area of expertise.

Charles A. Wilson (Chad)

Prior to entering the employee benefits arena, Chad spent 12 years in sales and sales management with Syntex Laboratories, a research based pharmaceutical company.  In 1994, Chad joined Partners National Health Plans of NC as an account executive, and spent 2 years marketing their HMO and POS products in the Charlotte market before leaving to become an independent health insurance and employee benefits agent with a local insurance agency.  Chad graduated from Miami University in Oxford, OH. with a BSBA in Marketing, and joined CEBA in 2004 as a benefits advisor and operations manager.

Scott D. MacEwen

Scott began his career in employee benefits in 1985 serving in sales, management and national accounts underwriting positions for Travelers and United Healthcare.  He then spent 10 years with Kanawha Healthcare Solutions helping to build it into a national third party administrator, and serving the last two years as President and COO.  He joined CEBA in early 2007 as a health care consultant.  Scott’s extensive experience in healthcare data analytics, technology, underwriting and operations provides him with invaluable insight in assessing and managing risk for his clients.
